Dr. Dukes, a Jackson, Miss., native, has more than 22 years of military experience with active deployments to the combat theater. He enlisted in the Navy in 1985 and served as a Hospital Corpsman. While a Navy reservist, Dr. Dukes graduated summa cum laude with a bachelor’s in philosophy and religion from Newberry College. He also earned a Master of Divinity from Gettysburg Lutheran Seminary and served as a Chaplain in the Navy Reserves. Additionally, he earned an M.D. from Ross University.
In 2005, he was commissioned in the Army medical corps and subsequently provided psychiatric care to soldiers at Camp Taji in Iraq in 2008 as a part of a combat stress team. Recently, Dr. Dukes was activated to provide psychiatric support for individuals involved in the tragedy at Fort Hood.

The Coalition’s purpose is to provide local military installations with sound information regarding services offered, as well as to open the door for feedback pertaining to the military’s needs, what the facilities may do to improve their military services and what is needed from military representatives when treating soldiers and airmen.

The Coalition is meeting regularly with Fort Carson’s behavioral health team to discuss their specific needs. Additionally, several standardized practices have been implemented at member facilities based in part on some of the best practices utilized at Cedar Springs as a result of treating the military population for many years.
In addition, Cedar Springs is hosting community-wide training workshops at the hospital for physicians, prescribers and clinicians. The clinician workshop, for example, will focus on diagnosis processes, medication utilization and clinical management coordination between agencies and the military.
It is also participating in a behavioral healthcare forum at Fort Carson with General Pasquarette, the new Brigade Commander, and Brigade level supervisors about what the military should expect when soldiers are in treatment, how the military should support those receiving treatment, steps the military may take to help prevent the development of stigmas and the most effective ways of returning military members to their mission.
TriWest and Tricare administrators are monitoring the Coalition’s progress as they are considering using this organizational model in other areas of the nation.
